SyncCore is a licensable application platform for planning, execution, and financial performance software. License it to build, host, and commercially market your own application under your own brand — or subscribe to SyncPoint, our ready-to-run application for portfolio planning, budget allocation, and execution tracking. The full tier and add-on structure is published below.

Offering effective 1 September 2026. Every tier, add-on, and service on this page is available to any qualified purchaser on the terms summarized here. The professional services rate band below is current for the calendar year. License and subscription fees are quoted annually in U.S. dollars on written request and are held for 60 days from the date of the quotation. This page supersedes all prior published offering terms.

Two ways to buy

Pick the relationship that matches your business

SyncCore and SyncPoint are sold separately. You can license the underlying platform, or subscribe to the finished application. You do not need to be a customer of one to buy the other.

For software vendors

SyncCore Embed — platform license

An annual license to the SyncCore platform, deployed as an instance you control, on which you build and host your own application and sell it to your own customers under your own name. Includes the platform runtime, data services, workflow and integration framework, administration tooling, and the developer SDK. Does not include the SyncPoint application, hosting, implementation, or end-user support — those are priced separately.

For end customers

SyncPoint — application subscription

An annual per-tenant subscription to SyncPoint, a ready-to-run application for organizations that manage a portfolio of funded programs. SyncPoint holds budget, allocation, task plans, and execution status in one place, so the money view and the work view reconcile against the same baseline instead of against each other. Includes the application, the hosted environment, integration to your source systems, platform and application updates, and standard support. Delivered as a managed service and priced by tenant size. Does not include access to the platform itself, the right to rebrand it, or the right to resell or redistribute the application — those rights come only with a SyncCore Embed license.

Application subscription tiers

Annual per-tenant subscription to the SyncPoint application, delivered as a managed service. Tier is set by the number of provisioned named users and the number of integrated source systems. Fees are quoted on request.

Why the two lines price differently. They are different products. A SyncCore Embed license conveys the platform only — you supply your own application, your own hosting, your own implementation, and your own end-user support. A SyncPoint subscription conveys a finished application together with the hosted environment, integration to your source systems, release management, and our service desk.
Services

Professional services

Optional, and available to platform licensees and application subscribers on the same terms. Implementation, integration, configuration, and training work is performed at the rates below, or under a fixed-price quotation against a defined statement of work.

Published rate band

$135 – $250/ hour

Fully burdened. The applicable rate within the band is set by the engineering complexity of the work and the seniority required — service desk and administrative support at the lower bound, solution architecture and specialized integration engineering at the upper bound. Rates hold for the calendar year. Volume and multi-year commitments are discounted from the band.

Fixed-price projects

We also quote defined scopes of work at a firm fixed price on request. A fixed-price quotation states the scope, the deliverables, the acceptance criteria, the schedule, and the price before work begins.

Representative engagements

Commonly requested scopes. Each is quoted individually, because complexity varies materially between customers.

  • Interface build — one inbound or outbound interface, including mapping, test, and documentation
  • Bidirectional interface build — transformation logic, reconciliation, or an undocumented source
  • Tenant onboarding — provisioning, configuration, reference data load, role design, and administrator training
  • Schema extension — data model extension with migration, validation, and regression test
  • Platform upgrade assist — managed upgrade of a licensed instance to a current release
  • Compliance and accreditation support — security documentation, control mapping, and evidence packages

  • Custom feature development and bespoke integrations
  • Third-party software or data the licensee elects to use
Terms

Standard license terms at a glance

The full terms are set out in the SyncCore Master License Agreement, which is furnished with every quotation. The summary below governs unless a signed agreement states otherwise.

License term
12 months from the effective date, renewing annually unless either party gives 60 days written notice.
Payment
Annual in advance, net 30 from invoice. Quarterly payment is available on Scale and Enterprise Embed licenses.
Price protection
Quoted fees are held for the initial term and may increase by no more than 5 percent at each renewal.
Support
Standard support is next business day. Priority support is 4-hour response during business hours. Extended 24×7 support is available as a published add-on.
Service availability
99.5 percent monthly availability for hosted environments, measured excluding scheduled maintenance, with service credits for shortfalls.
Intellectual property
The licensee owns the application it builds and all of its own data. Pioneering Evolution retains all rights in the SyncCore platform.
Data ownership
Customer data remains the property of the customer and is exported in a documented open format on request or at termination.
Deployment
Licensed instances may be deployed to a commercial cloud region selected by the licensee, or to the licensee’s own environment where the tier permits.
Eligibility
Available to any commercial, non-profit, academic, or government purchaser. No prior relationship with Pioneering Evolution is required.
Process

How to license SyncCore

Request a quotation

Tell us the tier, the number of end-customer tenants and named users you expect, and any add-ons. We return a written quotation on the terms published here within five business days.

Evaluate on a Build license

Optional. Take a Build license for a non-production instance and prove the fit with your own product. Fees paid in the first 12 months credit in full against a production license.

Execute and provision

Sign the SyncCore Master License Agreement and the order form. Instances are provisioned within ten business days of an executed order.
